Public outpatient clinics #13 and 22 in the Kirovsky District of Novosibirsk, being built under a PPP agreement between VIS Group and the regional government, are at an advanced stage of construction readiness. X-ray machines, mammography machines, and CT scanners have already been delivered to both sites. All medical equipment required by the project is in warehouses and will be delivered as the premises are ready. Six elevators and basic engineering equipment have already been installed in the buildings.

Outpatient clinic #13 is designed for 967 visits per shift and will serve 60,000 people. The four-story building with an area of over 12,000 m² is currently estimated to be 85% complete, including the equipment already delivered and installed. Final finishing work is underway on two floors, comprising wall plastering and painting and suspended ceiling installation. Ventilation equipment and smoke exhaust valves for the fire-fighting system are being installed on floors 3 and 4.

Outpatient clinic #22 is 80% complete. Internal partitions, cable lines and ventilation equipment are being installed. This medical facility is designed to accommodate 907 visits per shift and will also serve the 60,000 residents of nearby residential areas. The building's floor area is nearly 13,000 m².

The main construction phase at both sites is scheduled for completion by the end of the Q1 2026. However, issues under the responsibility of the public partner remain to be resolved. Access roads from the city's street and road network have not yet been completed at both sites. Outpatient clinic #13 is not connected to the city's heating network and is currently being heated using a temporary system.

The public-private partnership agreement between VIS Group and the Novosibirsk Region Government provides for the design, financing, construction, and technical operation of seven polyclinic complexes through 2029. Three polyclinics are already receiving patients, serving a total of over 150,000 Novosibirsk residents. Two more facilities are scheduled to open in the first half of 2026. Work on outpatient clinics #18 and 16 in the Leninsky District has stalled at the monolithic frame construction stage. To continue construction of these facilities, it is necessary to change the financial model. Due to the high current key rate of the Central Bank, which increases the cost of borrowed funds, financing, and therefore work, has been suspended.
