The Khabarovsk Bypass, built and is operated by VIS Group under a concession agreement with the Government of Khabarovsk Region, opened to traffic on July 15, 2022. The first toll highway in the Russian Far East has relieved the regional capital’s traffic congestion and diverted freight flows outside the city.
Over the past four years, the highway has handled over 11.5 million trips. In 2026, the average daily traffic volume exceeds 10,000 vehicles, with peak volumes exceeding 15,000 trips. Traffic grew over 15% in the first half of 2026.
The highway is currently operated by Transtoll (part of VIS Group). It is responsible for toll collection, roadway maintenance, and the operation of all automated traffic management systems. Drivers also have access to a 24-hour call center and an accident response service. The holding company will operate the highway until 2031.
