Assistant to the President Nikolai Patrushev chaired a meeting of the Maritime Board dedicated to the development of the comprehensive project “Development of the Arctic Zone of the Russian Federation and the Trans-Arctic Transport Corridor.” The meeting was attended by Maxim Oreshkin, Deputy Chief of Staff of the Presidential Administration, heads of ministries and agencies, and heads of coastal regions. VIS Group was invited as a potential participant in this future large-scale infrastructure project.

“This is one of our country’s key development projects for the entire 21st century. It embraces more than the maritime transport corridor itself, but also covers its connection to the country's transport infrastructure, its integration with the implementation of economic projects and urban development projects, all of which is crucial for the development of the Arctic zone itself and the creation of a living ecosystem around the Trans-Arctic Transport Corridor. 67 billion rubles have been allocated for the next three years – a significant amount that will gradually transform populated areas in the Arctic zone,” noted Maxim Oreshkin, Deputy Chief of Staff of the Presidential Administration.

“This comprehensive project should become a strategic planning document, entailing a territorially structured system of interconnected investment and innovation projects, implemented, among other things, through extra-budgetary sources and public-private partnership mechanisms,” said Nikolai Patrushev, Chairman of the Marine Board.

Recently, VIS Group and the Kristall Rosta Fund signed an agreement on the joint implementation of investment projects in the Arctic. In his speech at the meeting of the Marine Board, Sergey Romashov, Chairman of VIS Group’s Board of Directors, declared his readiness to invest up to 1 trillion rubles of extra-budgetary funds in such projects.

“For VIS Group, the Comprehensive Development Plan for the Arctic Zone and the formation of a trans-Arctic transport corridor are a well-defined, stimulating, and entirely feasible objective. It can be most effectively implemented through a concession. We are one of the few private infrastructure companies in Russia capable of not merely participating in such a project, but also putting it together in its entirety: from the financial and economic model to the design, construction, and subsequent operation of the facilities provided for by the plan,” said Sergey Romashov.

He noted that the development of the Arctic zone and the Northern Sea Route are systemic projects with a long-term horizon. According to Sergey Romashov, a single concessionaire/operator for a project of this scale means a single partner for the state, a single decision-making point, and a single legal entity bearing responsibility. This format allows for the coordinated creation of the entire infrastructure complex envisaged by the Comprehensive Development Plan for the Arctic Zone -bridges, railways, ports, and the fleet.

As part of the preparation of the comprehensive project, the Maritime Board meeting set the objectives of forming a system of new production clusters and investment projects in the Arctic, developing a transport and economic model for the Trans-Arctic Transport Corridor, and identifying critical technologies for Arctic development.
