Today, Konstantin Khalzov, Deputy Governor of the Novosibirsk Region, inspected the progress of finishing work at Clinic No. 13 on Alexandra Chistyakova Street. This is one of seven facilities in VIS Group’s large-scale PPP project to create a network of modern medical facilities in the capital of Siberia. Three clinics opened to the public last year.
The facility’s construction readiness is 98%. Finishing work is nearing completion in the building, including the installation of utility systems, stairwell cladding, and door installation. Landscaping and paving work are nearing completion in the adjacent area. A total of 133 specialists are working on the site.
“The concessionaire is completing work on the facility and plans to commission it in the third quarter of 2026,” noted Konstantin Khalzov.
The new four-story building, with an area of over 12,000 m2 and a capacity of 967 visits per shift, will serve 60,000 residents of Novosibirsk's Kirovsky District. The clinic will feature adult and pediatric departments with 528 and 280 visits per shift, respectively, and a trauma center with a capacity of 54 visits. The medical facility will be equipped with over 560 units of expert-class medical equipment, including CT and MRI systems, mammography, X-ray and fluorography systems, and ultrasound machines. In total, approximately 7,000 units of technological equipment will be installed at the facility.
The project's implementation required consistent work of all participants, despite the challenging conditions of the Central Bank of Russia's increased key interest rate and sanctions restrictions. After the monolithic framework was erected in 2023, construction was suspended due to funding difficulties. Work resumed last summer.
“Polyclinic No. 13 is a project that we managed to complete despite objective difficulties. It is crucial for us to fulfill our commitments to the region and the residents of Novosibirsk. This year alone, 60,000 Novosibirsk residents will have access to expert-level medical care within walking distance,” commented Sergey Yudin, CEO of VIS Group.
This is the first public-private partnership project in Russia in the healthcare sector structured in accordance with Federal Law No. 224-FZ. It is currently included in the “Long and Active Life” national project. VIS Group is the private partner, responsible for the design, construction, equipment, and subsequent technical operation of the facilities. The public partner is the Government of the Novosibirsk Region.
