VIS Group and the Government of Yakutia are creating a world-class cultural venue in the republic's capital

07.02.2026. VIS Group and the Government of Yakutia are creating a world-class cultural venue in the republic's capital

On Saturday, February 7, Aisen Nikolaev, Head of the Republic of Sakha (Yakutia), visited the construction site of the Arctic Center in Yakutsk – a unique cultural cluster in the Russian Far East. It is being created under a public-private partnership agreement between VIS Group and the Government of the Republic. The center will be the only facility of its kind in the world built on permafrost soil.

“This is a key cultural project for the Republic and one of the most technologically advanced cultural facilities being built in Russia. The work is being carried out in permafrost conditions, so the quality, reliability, and precision requirements are extremely high,” noted Aisen Nikolaev. “On my instructions, the quality of the work and the consistency of all decisions are being constantly monitored: this is a facility that will serve us for many decades.”

The seven-story building will house various spaces for concerts, performances, exhibitions, forums, and ceremonial events, while its technological infrastructure will meet the latest acoustic, lighting, and multimedia requirements. This will allow Yakutia to host events on a fundamentally new level, including international ones. The combined capacity of the philharmonic and theater halls built here will be 1,530 seats.

Andrey Suslov, head of VIS Group’s territorial office in Yakutia, briefed the Governor on the project's progress. Over 100 people are currently working on the site. Interior finishing work is ongoing, along with the installation of engineering systems and elevator equipment – two of the ten are already operational. Panoramic elevators are being installed in the central hall, and escalators have been installed.

“A separate area of work is the complex's stage space. The installation of the lower stage machinery in the Philharmonic and theater areas has been completed. "The lifting mechanism in the Philharmonic Hall will allow for the transformation of the space for the symphony orchestra, both at the stage level and in the orchestra pit,” explained Andrey Suslov. “In the theater hall above, structures are being installed to support suspended stage equipment and complex stage sets.”

The cultural cluster, with a total area of almost 33,000 m2, is being built on the shores of Lake Saisary. The building's complex architecture allows for the integration of a vast number of different functional spaces: from the Philharmonic, theaters, and ceremonial halls to a spacious atrium, library, café, and even a usable roof. VIS Group is the investor and general contractor in the PPP project and will be responsible for its technical operation after construction is completed. The residents of this complex will be Yakutia's creative groups.
