On January 30, 2018, a concession agreement was signed between the Government of the Moscow Region and OOO Fourth Concession Company (part of VIS Group) for the design, construction, and operation of a regional toll road.

This is one of the first projects in the auto road construction sphere in Russia that will be realized through a private concession initiative. The construction of a high-speed motor road will improve the traffic situation in the Moscow region, and promote vehicle accessibility for the residents of three municipal districts.

The concession agreement provides for the creation of a large-scale transport infrastructure facility, including 11 bridges and overpasses and 6 traffic interchanges. The length of the high-speed, four-lane, category 1B road is 16.1 km. The estimated speed on the highway is up to 90 km per hour, the expected traffic is up to 39,000 vehicles per day.

The high-speed road created under the concession agreement is designed to significantly improve transport links in a large area of the Moscow Region and relieve the existing roads. It takes place at a distance of 4-8 km from the Moscow Ring Road, acting as an alternate route and keeping local roads as alternatives. At the same time, motorists have the opportunity to use individual road sections and pay for the actual distance traveled using the “free-flow” system.

After the traffic is launched, travel time to Moscow was educed by an average of 1 hour. Residents of the Yaroslavl direction can get to Sheremetyevo International Airport faster, bypassing the Moscow road network.

The construction of the Vinogradovo-Boltino-Tarasovka highway was completed in 2024 ahead of schedule. The project was implemented using the private partner's own and attracted funds - the Fourth Concession Company, which is part of VIS Group. The total term of the concession (including 4 years of construction) is 15 years.

During this period, the concessionaire will carry out the technical and commercial operation of the motorway. After this period, the road will be transferred to the Moscow Region free of charge.
