"Khabarovsk Bypass" is the first high-speed highway in the Russian Far East. The new motor road will help resolve a number of issues in the regional capital, create additional workplaces and a more comfortable environment for city residents, promote the socio-economic development of the Khabarovsk Krai.

In December 2016, a concession agreement was signed between the Government of the Khabarovsk Territory and OOO Regional Concession Company (part of VIS Group) for the construction and operation of Khabarovsk Bypass, a toll highway. This is the first public-private partnership project in the transport sector in the Russian Far East and the largest one in the Khabarovsk Territory.

The traffic on the first expressway in the Russian Far East was launched on July 15, 2022. The route makes it possible to unburden the regional center’s road network from transit vehicles and to bring freight flows outside the city. Khabarovsk Bypass connects three federal highways: Ussuri, Amur and Vostok. In the future, it will provide access to the Chinese highway network.

The length of the main roadway is 27.1 km, and the total length of the created transport infrastructure is 52.8 km. The 15 meter-wide, 4-lane highway with the maximum permitted speed of 120 km/hour will allow up to 25,000 cars to pass per day. The road passes through five interchanges, 24 bridges and overpasses and has five toll points in different sections.

For the first time cast asphalt was used in the Russian Far East during the construction of road surface on bridges and overpasses, and in some sections of the route, a cast concrete curb was laid. Rollers with state-of-the-art quality control systems for compacting the asphalt mix were used to lay the asphalt concrete.

Its production was fully supplied by two modular asphalt concrete plants installed directly on the construction site. All innovations used in the construction are designed to increase the service life and minimize the cost of maintaining the road in the specified operational characteristics.

The automated traffic control system software was developed specifically for this project and takes into account all the features, including climatic ones. It includes an automated system for identifying incidents by radar sensors, video surveillance systems, monitoring traffic flow parameters and meteorological conditions, traffic control, photo and video recording of violations of traffic rules.

To this end, 43 poles with electronic information boards and controlled road signs have been installed throughout the route. 1484 light poles were installed to illuminate the entire road at night.

For the first time in Russia, due to regional peculiarities, e.g., the presence of a large number of right-hand drive vehicles in the region, the project implemented left and right toll lanes.

The concession agreement was concluded for a period of 15 years; the VIS Group will operate the road until 2031.
