This is the first public-private partnership project in Russia structured within the framework of the federal law on PPP No.224-FZ. The holding company (OOO Seventh Concession Company) submitted a private initiative to the Government of the Novosibirsk Region in 2018 and was selected as the private partner based on the results of the tender.

The PPP agreement was signed on the sidelines of the Russian Investment Forum in Sochi in February 2019.

The project’s main goal is to ensure the availability and quality standards of medical care throughout the region within the framework of the Healthcare National Project. Today, in many microdistricts of Novosibirsk, the polyclinics are overburdened and there is a shortage of outpatient care capacities due to outstripping population growth. According to experts, the existing polyclinics are at twice their capacity, and in a number of microdistricts, the shortage of polyclinic capacity is as high as 240%.

Seven modern medical institutions with a total capacity of more than 6,500 visits per shift will appear in the capital of Siberia.

Patients will be able to receive all services in the new medical institutions free of charge, under the compulsory medical insurance program (CMI). Many of them will be available within walking distance of the house for the first time – for example, such as MRI and CT.

Each of the 7 polyclinics will be equipped with diagnostic devices. Ultrasound, x-ray, fluorography and mammography systems will also be installed in the new medical centers.

As a result of the project implementation, the city will receive polyclinics equipped on a turnkey basis and ready to receive patients, which is stipulated by the terms of the public-private partnership agreement.

The new network of medical institutions will make it possible to introduce modern medical technologies, ensure the availability of diagnostic and preventive examinations for citizens, and create a regional clinical data center in the future.
