28.10.2026. VIS Group to open temporary road to optimize traffic flow at Truda Square in Novosibirsk

VIS Group is introducing an additional temporary traffic pattern near the left-bank interchange of the Novo-Nikolayevsky Bridge in Novosibirsk. The plan includes the construction of a temporary bypass road designed to increase vehicle throughput in the vicinity of Truda Square. The new traffic pattern is scheduled to go into effect this coming weekend, October 31 – November 1, 2026.

The patten was developed by the concessionaire and approved by the city administration. By redistributing traffic flows, it aims to improve road conditions during the winter season at one of the city’s most congested transport hubs.

The bypass road covers a total area of 3,600 m2, with 1,300 tons of asphalt concrete used in its construction. It will facilitate traffic exiting Vatutin Street toward Truda Square and Proyezd Energetikov, serving as an alternative route while the tunnel beneath the Trans-Siberian Railway tracks is being completed. Meanwhile, road surfacing work continues near Vatutin Street on six ramps of the new bridge’s left-bank interchange. This area spans 16,130 m2, and approximately 5,000 tons of asphalt concrete have already been laid.

VIS Group continues to carry out work under its concession agreement with the Government of the Novosibirsk Region to construct a bridge crossing over the Ob River. The bulk of the remaining work is concentrated around the left-bank transport interchange. Most of the concession’s facilities are 90% complete, with several reaching 99% completion, a milestone that enabled the opening of operational traffic along the highway’s entire main route in December 2025. The implementation of the concession is proceeding amidst unresolved legal and financial issues between the project parties, which is significantly affecting the project’s completion timeline. In light of this, VIS Group is taking additional measures to minimize the impact of construction work on vehicular traffic.

The concessionaire fulfilled its financial obligations for the project as early as 2023 and has since contributed additional internal funds to prevent a complete halt to construction. The final tranche of the federal capital grant was received by the concessionaire with a substantial delay in late November 2025; consequently, the Federal Road Agency, in agreement with the Ministry of Transport and Road Infrastructure of the Novosibirsk Region, extended the construction deadline to December 2027. This same timeline is also reflected in the official documentation for the “Regional and Local Road Networks” federal project. However, this completion date has not yet been formally incorporated into the concession agreement, creating additional risks for the concessionaire related to cost recovery. The ongoing dispute with the grantor is being addressed through the judicial process, as stipulated by the concession agreement.
