03.09.2026. EEF-2026: VIS Group to participate in attracting investments for Arctic development

At the Eastern Economic Forum, VIS Group, the Far East and Arctic Development Corporation, and the Crystal Fund signed a cooperation agreement aimed at attracting investments for the comprehensive Arctic development project and the Trans-Arctic Transport Corridor (TTC). Alexey Chekunkov, Minister for the Development of the Russian Far East and the Arctic, attended the signing ceremony.

The signed agreement outlines the creation of an investment mechanism to implement infrastructure, industrial, energy, and other projects within the Russian Arctic Zone and to develop the TTC. A key area of cooperation will be exploring the possibility of establishing an international investment fund to finance projects that are part of this comprehensive initiative.

“The implementation of this comprehensive project aims to accelerate economic growth and improve the standard and quality of life for the people living in this vast region, which is of strategic importance to the country. Our infrastructure holding company’s participation in the project will enable the use of mechanisms to attract non-budgetary investment and leverage the unique construction expertise we have gained in the Arctic and Far East regions,” noted Sergey Yudin, CEO of VIS Group.

The “Development of the Arctic Zone of the Russian Federation and the Trans-Arctic Transport Corridor” project is being developed in accordance with a directive from the President of Russia. Its implementation entails creating a unified transport system that integrates maritime, river, rail, and road infrastructure, alongside the development of adjacent territories in the Arctic, Siberia, and the Russian Far East.

“Today, the development of the Trans-Arctic Transport Corridor is a top priority for the country's transport sector as a whole. All future major infrastructure projects will be linked to the Trans-Arctic Transport Corridor in one way or another, as it is not merely a route stretching from Kaliningrad and Murmansk to Vladivostok and Shanghai, but a full-fledged artery connecting the Atlantic and the Pacific,” said Alexey Chekunkov, Minister for the Development of the Russian Far East and Arctic.

Individual projects within this comprehensive initiative are expected to be implemented using mechanisms such as project financing, public-private partnerships, concession agreements, and other tools for attracting non-budgetary investment.

“This is about capitalizing on Russia's national wealth, specifically the potential of the Arctic Zone and the Trans-Arctic Transport Corridor, which has not yet been fully translated into the language of investment understood by private and international capital. This initiative builds upon our ongoing work with VIS Group, which has received the backing of the Maritime Board. Today, we are establishing a systemic investment mechanism with the potential to attract up to 1 trillion rubles, bringing together project finance, public-private partnerships, Russian and foreign investors, and an international investment fund. In terms of significance, such projects are comparable to the Suez Canal or the Trans-Siberian Railway: they transform the economies of entire continents and open up new markets for decades to come,” said Alexander Galushka, President of the Crystal Fund.

In the initial phase, the agreement participants will compile a list of priority projects, define the potential structure and parameters of the international investment fund, and prepare a roadmap for attracting investment.
