Outpatient Clinic #13 on Alexander Chistyakov Street in Novosibirsk could receive its commissioning permit within the next three weeks. Regional Deputy Governor Konstantin Khalzov and Novosibirsk Region Health Minister Rostislav Zablotsky reached this conclusion after inspecting the facility. Viktor Maryanchik, First Deputy CEO of VIS Group’s construction division, and Project Manager Egor Kirillov reported on the final stages of the work.
“Interior finishing is fully complete, and site landscaping is virtually finished. All medical equipment and required furniture have been delivered and installed. Any issues or outstanding minor defects are insignificant and will not take long to rectify. There are no objective reasons to delay the clinic's commissioning. I am setting the task of obtaining the facility's commissioning permits within the next three weeks,” noted Konstantin Khalzov.
The clinic in the Kirovsky District is one of seven being built under a public-private partnership (PPP) agreement between VIS Group and the Novosibirsk Region government. They are being constructed using non-budgetary funding. Once commissioned, the private partner handles technical operations and maintenance, while medical services are provided by a state healthcare institution under the compulsory medical insurance program.
The commissioning permit allows the licensing process and the obtainment of various documents required for patients’ visits to begin. The new building is designed to accommodate 967 patients per shift, with a planned staff capacity of 596 positions. Consequently, staffing the facility is a priority for the public partner. It is crucial to fully utilize the capabilities provided by the new high-tech equipment. Rostislav Zablotsky, head of the regional Ministry of Health, outlined the work currently being carried out by government agencies. “Staffing levels currently stand at around 80%, which will ensure the full operation of all departments from day one. For instance, the old building of Polyclinic #13 has no trauma unit, whereas the new facility will include one, and the needed trauma specialists are already in place,” the minister noted.
The new polyclinic will serve 60,000 residents of the Kirovsky District. Medical staff will receive a facility that is fully operational and equipped with all necessary medical technology; in total, the institution houses over 560 pieces of equipment. In addition to CT and MRI scanners, patients will have access to mammography units, fluorography machines, ultrasound equipment, and more. The facility will house adult and children’s departments, a women's health clinic, and a trauma unit.
City Polyclinic #13 will be the fourth facility built under this public-private partnership (PPP) project. The initiative is part of the “Long and Active Life” national project. To date, three polyclinics built by VIS Group with a combined capacity to serve approximately 150,000 people are already receiving patients in Novosibirsk.
