16.09.2026. The Governor of the Novosibirsk Region inspects a PPP-funded outpatient clinic ready for commissioning

Novosibirsk Region Governor Andrey Travnikov, accompanied by First Deputy Chairman of the State Duma Alexander Zhukov and Regional Health Minister Rostislav Zablotsky, visited Outpatient Clinic #13 on Alexander Chistyakov Street in Novosibirsk’s Kirovsky District. Today, the facility received a certificate of compliance with design documentation.

Together, they toured the premises of the new medical facility and assessed the readiness of the infrastructure and the equipment in the diagnostic rooms. VIS Group representatives announced the completion of construction work and preparations to bring the facility into operation.

The facility is outfitted with over 560 units of key medical equipment, including CT and MRI scanners, mammography and fluorography units, and expert-class ultrasound machines. The total inventory of technical equipment comprises approximately 7,000 units.

“This is the fourth outpatient clinic set to begin operations soon. It is a modern, fully equipped facility featuring MRI and CT suites that local residents will be able to use. Older clinics lacked such capabilities. This vital program to create new healthcare facilities will continue,” noted Alexander Zhukov.

The building's monolithic frame was erected back in 2023, after which work effectively stalled due to the shifts in the financial market and a sharp rise of the key interest rate. Funding resumed in the summer of 2025, enabling VIS Group to complete the clinic's construction and outfitting.

“We gained opportunities to secure additional federal resources, specifically infrastructure loans. I am grateful to Alexander Zhukov for his ongoing support and assistance to the Novosibirsk Region; we strove to make the most of these new opportunities, and thanks to them, we were able to complete this project,” said Andrey Travnikov.

The clinic is designed to handle 967 patient visits per shift and will serve approximately 60,000 residents of the Kirovsky District. The building will house adult and children’s departments, a women's health clinic, and a trauma care unit. The project provides for 596 medical and administrative jobs.

“As of today, the building is fully ready; finishing work and site landscaping are complete, and the medical equipment has been installed,” reported Alexander Kozarenko, head of the holding's social and transport infrastructure divisions. “Once the outpatient clinic opens to patients, VIS Group will handle the building’s technical maintenance for the entire duration of the PPP agreement, including ensuring the compliant operation of complex medical equipment.”

City Outpatient Clinic #13 is one of seven facilities being developed by VIS Group in partnership with the Novosibirsk Region Government under a public-private partnership (PPP) agreement. Gazprombank is the project’s financial partner. Three clinics built on the left bank are already receiving patients and serving approximately 150,000 residents. Plans are in place to obtain the commissioning permit for another PPP facility, Outpatient Clinic #22, by the end of the year.
