As part of the business program of the anniversary 20th Goszakaz all-Russian forum and exhibition in St. Petersburg, a series of expert discussions on the implementation of infrastructure projects in the current economic conditions were held. At a specialized PPP session organized by PSB Bank, the Chairman of VIS Group’s Board of Directors, Sergey Romashov, made specific proposals.
VIS Group has been implementing large-scale projects throughout the country for over 25 years, and during almost half of this period - on the principles of public-private partnership, investing in the creation of a wide variety of infrastructure - roads, bridges, medical centers, educational and cultural complexes. This work was carried on without interruptions even in the most unstable periods, whether due to the pandemic or sanctions pressure.
In his speech, Sergey Romashov emphasized the creation of mechanisms to reduce investor risks in the current conditions. The implementation of national projects until 2030 is impossible without the active participation of business and extra-budgetary financing. According to the approved national development plans, 13-20 trillion rubles out of the 56 trillion rubles intended for these purposes, should be extra-budgetary investments.
“In the context of a high key rate, we are seeing an objective decline in private investment and a slowdown in the PPP market. However, infrastructure cannot wait, so we propose formulating solutions today aimed at enhancing the projects’ investment attractiveness," said Sergey Romashov. "This is the only way we can ensure the sustainable development of the country and the achievement of the goals of national projects.”
The proposed solutions include: introducing a preferential interest rate for significant large-scale projects, compensating for the increase in capital expenditures similarly to the measures taken during the pandemic, and creating a federal stabilization fund that works specifically with concessions and PPPs.
Today, at the forum in St. Petersburg, VIS Group delegation held a number of meetings and negotiations, and signed framework agreements on cooperation with major infrastructure market participants.
