24.09.2026. VIS Group and the Kostroma Region agree to jointly develop infrastructure projects

A cooperation agreement to this effect was signed today by Kostroma Region Governor Sergey Sitnikov and VIS Group CEO Sergey Yudin during a working meeting in Kostroma. The parties intend to jointly develop infrastructure projects in the region, including through public-private partnership (PPP) mechanisms.

The list of prospective initiatives includes projects covering key areas for the region: transport and social infrastructure, as well as the development of the digital economy and tourism potential. The next stage will involve evaluating potential implementation formats, including public-private partnership (PPP) mechanisms, as well as economic and investment parameters.

“For the region's infrastructure development, it is crucial not only to identify priority areas but also to establish clear mechanisms for launching specific projects. VIS Group possesses extensive experience in preparing and implementing infrastructure initiatives of any complexity. We are ready to apply our expertise in collaboration with the Kostroma Region – covering everything from transport and social infrastructure to modern technological facilities,” noted Sergey Yudin, CEO of VIS Group.

Cooperation with the Kostroma Region expands the geographical scope of VIS Group’s operations across Russian regions. The holding company’s expertise covers the entire project lifecycle – from structuring and securing financing to construction and facility operation. Its current project portfolio is valued at RUB 899 billion and extends through 2048.
