29.09.2026. VIS Group proposes using PPP mechanisms to develop infrastructure for Russia’s Maritime Center

Today, Sergey Romashov, Chairman of VIS Group’s Board of Directors, addressed a meeting of the Russian Maritime Board, proposing the use of public-private partnership (PPP) mechanisms to develop the infrastructure for the future Maritime Center of Russia. The initiative involves creating a large-scale complex comprising educational, scientific, testing, production, and service infrastructure. The Center is designed to facilitate the full development cycle of maritime technologies for the fleet.

“Our experience allows us to view PPPs not merely as a means of securing funding for the construction of a single facility, but as a tool for creating and managing infrastructure throughout its entire lifecycle. In the context of the Maritime Center, this approach will enable us to structure the project quickly and efficiently and begin the construction of key facilities,” Sergey Romashov emphasized.

As the first step in the detailed planning, Sergey Romashov proposed considering the educational campus in Lomonosov as part of the Maritime Center's future infrastructure. The next stage could involve a detailed analysis of the campus development model, defining the specific facilities, funding sources, risk allocation, and the feasibility of a concession agreement. VIS Group is prepared to participate in this effort by ensuring the project's comprehensive implementation, spanning everything from the financial and economic model to design, construction, and subsequent operation.

PPP mechanisms in complex infrastructure projects allow for the distribution of tasks and risks between the state and the private sector. The state defines the projects’ strategic parameters and retains control over critical infrastructure, while private investors handle financing arrangements, facility construction, and operational management. VIS Group possesses the necessary expertise for this and currently ranks among the top three players in the Russian PPP market.

The meeting was chaired by Nikolai Patrushev, Aide to the President of Russia. Presentations were delivered by First Deputy Prime Minister Denis Manturov, as well as heads of relevant government agencies and research organizations.
